First a question: Have you made any junction(NTFS junction point) in your Windows XP pc? And incidentally you changed C:\Documents and Settings\username to something like C:\Users\username? If yes, continue reading.
Extensions fail to install if the temp directory is under an NTFS junction
If you have both %TEMP% and %USERPROFILE% under a junction on the same drive, and Google Chrome beta(or developer build) crashes when you try to install extensions, until Google corrects the problem, this solution may work for you. It worked for me(XP SP3) and many others.
Go to System Properties -> Advanced -> Environment Variables; add new or edit each user variable name TEMP and TMP to have a variable value of %SystemRoot%\TEMP for both. Others use C:\Temp...
